If you do not have a residence permit yet, but have applied for asylum in the Netherlands, according to the rules, you may also study here. However, you must be able to pay for your studies yourself and will not receive money from the government.

You will get more help to finance your studies if you have a residence permit

If the IND approves your asylum application, it is easier to study in the Netherlands. You will then usually receive Dutch lessons. A residence permit also allows you to apply for study financing under certain conditions. This makes it easier to pay for an education.
