Temporary protection extended for people without Ukrainian citizenship

Refugees from Ukraine without Ukrainian citizenship are under temporary protection until 4 September 2023. The government has confirmed that. Temporary protection was supposed to expire from 4 March. But that has now been extended by six months.

The extension of temporary protection applies if you had a temporary residence permit in Ukraine. And if you were registered in the Dutch population register (BRP) in the Netherlands before 19 July 2022. You also retain the right to stay in the reception centre for people from Ukraine. In addition, you retain the right to medical care, living allowance, education up to the age of 18 and the opportunity to work.

8 February - Letter from the IND

The IND says there was a mistake in sending the letters to refugees from Ukraine without Ukrainian citizenship. If you fall into this group, you may not be covered by the Temporary Protection Directive as of 4 March 2023. You may still have received a letter from the IND saying that your proof of residence has been extended. This is an error on the part of the IND. Within a few days, everyone without Ukrainian citizenship will receive a letter of apology about the wrong letter you received. So you will receive a letter of apology even if you did not receive the wrong letter from the IND.

Those individuals without Ukrainian citizenship who do remain under temporary protection after 3 March 2023 will soon receive a letter about the extension of their temporary protection with notification of where and how to pick up an O-document (residence card).

4 January - Do not make appointment for extension of proof of residence

There is confusion about extending proof of residence. Do you already have a proof of residence? If so, do not make a new appointment with the IND to extend your proof of residence. You will not get a new sticker or card if you already have one.

The IND is going to send a letter explaining how they will renew your sticker or card. You donundefinedt have to do anything yourself for this. You will receive this letter before 4 March 2023.

1 December – New IND appointment planner

The IND has a new appointment scheduler. Starting today, you can use this new appointment scheduler to make an appointment to pick up proof of residence. To make an appointment with the new system, you need a BSN. This is convenient because it allows people to make only 1 appointment per person. This allows people to get their appointment faster and easier.

Donundefinedt have a BSN yet? Then register with the municipality in which you reside. They will register you in the BRP. As soon as you are registered in the BRP, you will receive a BSN.

Donundefinedt have a proof of residence yet? Then make an appointment quickly through the IND appointment planner.

Appointment planner IND temporarily full

Donundefinedt have your proof of residence yet and canundefinedt manage to make an appointment to collect it? Donundefinedt worry, the IND appointment planner is not broken. Due to a large demand, it is currently almost impossible to make an appointment. This is because the Amsterdam pick-up location is completely booked up for the month of November. From mid-November, you can make an appointment to collect a proof of residence in the month of December.

There are enough stickers for everyone and the IND works as quickly as possible to provide everyone with a proof of residence. If you fall under the Temporary Protection Directive, you are allowed to be in the Netherlands even without proof of residence. There are no consequences yet for not having a proof of residence, but it is important that you are registered in the BRP and that you collect a proof of residence as soon as possible.

Please note: the pick-up location in Amsterdam is moving on November 16, 2022! From this date onwards, all appointments will be at the new address: Gatwickstraat 1, 1043GK Amsterdam. Do you receive an O document from the IND? Then from November 16, 2022 you can only pick it up at this new location. You can pick up your O document if the IND took a passport photo of you at your appointment for the proof of residence at least 3 weeks ago.

October 31 - Proof of residency collection locations changed

As of November 1, only the location at Bijlmerdreef in Amsterdam will be open for picking up proof of residency. Assen and Rotterdam will be closed as of November 1. From November 1, an appointment to pick up your proof of residence will only be possible in Amsterdam. Donundefinedt have a proof of residence yet? Then make an appointment via the INDundefineds appointment planner.

A new location will open from November 15, 2022. The address will be: Gatwickstraat 1, 1043GK Amsterdam. So appointments after November 15 will be at the Gatwickstraat. Passes (o-document) of people who have a passport photo taken after October 11 will be ready at this location from November 15.

Extra time slots available

Donundefinedt have an appointment to pick up your proof of residency yet? Additional time slots are available this week and next week to pick up a proof of residency. In addition, the IND has also made time slots available for 1 to 11 November. It is not yet clear how the IND and the government will deal with workers who do not have proof of residency by 1 November. As soon as this is clear, it will be posted on RefugeeHelp.

You can make an appointment via the IND appointmentplanner. Currently there are 3 available locations to pick up your proof of residence:

  • Amsterdam

  • Rotterdam

  • Assen

If you have made several appointments, cancel the ones that you are not going to. That way there will be room for someone else.

21 October - from 1 November proof of residency required for work

From 1 November 2022, it will be required to have a proof of residence in order to work in the Netherlands without a work permit. This means you must have a sticker (in your passport or on an insert) or an O-document. With this, you can prove that you fall under the Temporary Protection Directive and may work without a work permit.

  • Assen;

  • Amsterdam;

  • Rotterdam.

14 October - Ukrainians entitled to longer stay in the Netherlands

The Temporary Protection Directive has been extended until 4 March 2024. This has been decided by the European Commission. This means that even with a permanent residence permit or asylum permit in Ukraine, you are entitled to stay in the Netherlands for an additional year.

Non-Ukrainian citizenship

A total of about 6,600 refugees with non-Ukrainian nationality are registered in the Basic Registration of Persons (BRP). A large part of this group has a temporary residence permit in Ukraine for e. g. work or study. This group will no longer be covered after 4 March 2023. If you have a permanent residence permit or an asylum permit, you will still retain the right to protection.

6 October - Issuance of proof of residence resumed

Starting today, it is again possible to make an appointment to collect a proof of residence sticker. On September 1, handing out the proof of residence was temporarily halted, but this will resume from October 12. Donundefinedt have a proof of residence sticker yet? Then make an appointment in the IND appointmentplanner from today onwards.

The proof of residence will be distributed from 12 to 31 October in Amsterdam, Rotterdam and from 17 to 31 October in Assen. Havenundefinedt managed to make an appointment before 31 October? No worries. The IND will continue handing out the proof of residence until everyone is provided.

Are you going to the pick-up location in Rotterdam by car? Then you can park for free at the Ahoy parking lot. This is only allowed on the Ahoy parking lot and not on the taxi-place. The parking ticket can be stamped at the front office.

September 1 - No proof of residence stickers available until mid-October

As of Monday, September 5th, you are temporarily unable to pick up a residence sticker at the IND. This is because the stickers are out of stock. The IND expects stickers to be available again as of mid-October. From mid-October appointments can also be made again with the IND appointment planner. If you do not currently have a proof of residence sticker, this will not affect your stay, shelter or opportunities to work in the Netherlands.

With the proof of residence sticker you can prove that as a Ukrainian refugee you are legally residing in the Netherlands. In the past weeks, the IND has issued more than 40,000 stickers.

Stickers temporarily unavailable

The IND has temporarily no proof of residence stickers available due to a delay in the delivery of stickers. This is due to a shortage of raw materials needed to make the sticker.

This means that it will not be possible to pick up a sticker after September 5. Once the IND has certainty about the delivery date, scheduling an appointment will again be possible. The IND expects this to be around mid-October.

Pick up your O-document

Did you have a passport photo taken for an O-document (pass) at the appointment for a proof of residence? Then you can still pick up this pass in Amsterdam at Bijlmerdreef 1289. This location is open until October 31, 2022 from Monday to Friday. From 9: 00 am to 12: 00 pm and from 1: 00 pm to 4: 30 pm. You can stop by without an appointment. This location is only for picking up an O document.

Do you have children over 14 years old for whom a pass was made as well? If so, bring them along to pick up their own pass as well.

Consequences for refugees from Ukraine

Donundefinedt have proof of residence yet? You donundefinedt have to worry. The IND is trying to provide everyone, who is entitled to it, with a sticker by October 31, 2022

Previously, the sticker was required to work in The Netherlands as of September 1. That date has been pushed back to October 31, 2022. If the IND does not manage to provide everyone with a sticker by October 31, you still do not have to worry.

30 August - Nieuwegein to be closed as of 1 September

The pick-up location in Nieuwegein will be closed from 1 September. This means that from 1 September onwards you cannot make an appointment for the proof of residence at this location. Do you not have a proof of residence yet? No worries. The IND will continue to hand out the proof of residence until all people who fall under the Temporary Protection Directive have been able to make an appointment.

It is currently not clear whether another location will open in the Nieuwegein area.

August 25 - NS strike and your appointment

Are you unable to get to your proof-of-stay appointment due to the current NS strike? Then donundefinedt forget to cancel it. In this way you can help someone else to get an appointment. To do so, go to the IND appointment planner. Donundefinedt have a proof of residence yet? No worries. The IND will continue to hand out proofs of residence until everyone has been provided for.

18 August - Pick up your O-document in Amsterdam

Was a photo taken of you at your appointment for proof of residence 3 or more weeks ago? Then you will receive a pass instead of a sticker. This is an O document. You can pick this up without an appointment in Amsterdam (Bijlmerdreef 1289, 1103 TV) 3 weeks after your appointment. Please note: you must collect the pass yourself. Someone else may not do this for you.

You are entitled to an O document if:

  • You are covered by the directive even though you do not have a passport, identity card or statement from the Ukrainian Embassy.

  • You are a Ukrainian child of 14 years or older without an identity document (passport).

  • You have a passport that expires before 4 March 2023, or a passport that has already expired (if you have applied for a new passport, the loose paper remains valid).

And a photo of you was taken at your appointment for proof of residence 3 or more weeks ago.

Donundefinedt forget to pick up your O-document. Several hundred O-documents are currently waiting for their bearers in Amsterdam.

18 August - Help someone else get an appointment

Have you made several appointments for proof of residence? Then cancel the ones you are not going to use. In this way, you can help someone else find a place. Go to the IND appointment planner. You can also use the QR code on the flyers provided by the IND. This is translated into Ukrainian, English, Dutch and Russian. Donundefinedt have a proof of residence yet? No worries. The IND will continue to hand out proofs of residence until everyone has been provided for. Make an appointment to collect a proof of residence via the IND appointment planner.

10 August - Cancellation now possible

Did you make an appointment to collect the proof of residence, but you cannot come? You can cancel your appointment via the IND website. This way, someone else can make use of your place, allowing everyone to collect a proof of residence more quickly.

3 August - Transition period extended

The transitional period for refugees from Ukraine to collect their proof of residence has been extended. The Ministry of Social Affairs and Employment has announced that refugees from Ukraine, who fall under the Temporary Protection Directive, can work in the Netherlands without proof of residence and without a work permit until 31 October 2022. Previously, the deadline was 1 September 2022.

The IND is doing its best to provide everyone who falls under the Directive with a proof of residence by 1 September. Do you not have a proof of residence by 1 September 2022 or an appointment to collect it? Do not worry. This has no consequences for your stay in the Netherlands.

The IND makes it possible to make an appointment for the proof of residence after 1 September 2022, if necessary. The IND is adding new time slots every day. Until everyone who is covered by the Directive has been able to make an appointment.

2 August - Do not use a VPN

Do not use a VPN (virtual private network) when youundefinedre going to make an appointment for proof of residence. The IND appointment planner only works when you have a Dutch connection. If you use a VPN, the appointment planner will not recognise your location and you will not be able to make an appointment. So turn off your VPN before you go to the IND appointment planner.

25 July - Deventer pick-up location now open

The IND location in Deventer (eastern region) is open as of today. Make an appointment via the IND appointment planner.

The following is important to know:

  • Deventer is located in the eastern region of the Netherlands. Only make an appointment if you are also staying here.

  • The address of the location is: Essenstraat 35, 7418 BM, Deventer.

  • For now, time slots will be available until 1 August. More dates will be made available at a later date. Everyone will have the opportunity to collect a proof of residence.

  • Are you not staying in the eastern region? Check the IND map to see which location is open near you.

22 July - Information time slots

If you donundefinedt have an appointment yet to collect your proof of residence, donundefinedt worry. The IND will give everyone the opportunity to collect a proof of residence. There will be new time slots available every week. You donundefinedt need to refresh your browser every hour to make a reservation.

21 July - New timeslots available in Amsterdam

The IND location in Amsterdam has opened more desks, resulting in approximately 100 time slots per day. Do you live in the Amsterdam area (northern Randstad) and do you not have a proof of residence yet? Then make an appointment via theIND appointment planner. For now, time slots are available until August. More dates will become available later. Everyone will get a chance to make an appointment.

20 July - Do not make an appointment for a residence endorsement

Appointments are being made via the regular appointment planner of the IND. These are appointments for a residence endorsement sticker and are not meant for refugees from Ukraine who fall under the Temporary Protection Directive. The IND automatically cancels the appointments made for this purpose.

The proof of residence can only be collected by appointment from one of the temporary IND locations listed on this page. Do not make an appointment at any other IND location. This is not the intended purpose and is not necessary.

The IND will give everyone the opportunity to collect a proof of residence. Is there currently no location near you or is there no time slot available? Please keep an eye on this page for the latest updates, such as new time slots and locations.

19 July - Amsterdam pick-up location now open

The IND location in Amsterdam (northern Randstad) is open as of today. Make an appointment via the IND appointment planner.

The following is important to know:

  • Amsterdam is located in the central region (northern Randstad) of the Netherlands. Only make an appointment if you are also staying here.

  • The address of the location is: Bijlmerdreef 1289, 1103 TV, Amsterdam.

  • For now, time slots will be available from 19 July to 1 August. More dates will be made available later. Everyone will have the opportunity to make an appointment in the Netherlands.

  • Are you not staying in the central region (northern Randstad)? Check the IND map to see which other locations are open now or will be open soon.

18 July - pick-up locations Assen and Nieuwegein open

The IND pick-up locations in Assen (northern region) and Nieuwegein (central region) are open as of today. Make an appointment via the IND appointment planner.

The address of the location in Assen is: Lauwers 1, 9405 BL Assen. The address of the Nieuwegein location is: Symfonielaan 5, 3438 EX Nieuwegein.

For now, time slots are available until 1 August. More dates will become available later. Everyone will have the opportunity to make an appointment in the Netherlands.

12 July - Make an appointment in Assen from 13 July

From 13 July 10:00 it is possible to make an appointment at the IND location in Assen. Make an appointment via the IND appointment planner.

The following is important to know:

  • Assen is located in the northern region of the Netherlands. Only make an appointment if you are also staying here.

  • The address of the location is: Lauwers 1, 9405 BL Assen.

  • For now, time slots will be available from 18 July to 1 August. More dates will be made available later. Everyone will be able to make an appointment in the Netherlands.

  • In case you are not staying in the northern region, check out the map of the IND to see which other locations are open or will be open soon.

12 July - New location opening soon in Deventer

A new IND location will soon open at Essenstraat 35 in Deventer. It is not yet known when this location will open. All 5 locations that are known now can be found on the map in the appointment planner.

A location in the Amsterdam region will also be opened soon.

7 July - New location in Nieuwegein coming soon

The IND will soon open a new location in Nieuwegein. This is in the province of Utrecht, in the centre of the Netherlands. That means that at the moment the following locations are known:

  • Now open: Den Bosch, south of the Netherlands

  • Now open: Rijswijk, south-west of the Netherlands

  • 18 July: Assen, north of the Netherlands

  • 18 July: Nieuwegein, centre of the Netherlands

  • Soon open: Amsterdam region, north-west of the Netherlands

The IND will open a total of 6 locations. These locations will soon appear on the map in the appointment planner.

6 July - Do not buy or sell time slots online

Time slots for collecting proof of residence are being sold on social media. Do NOT buy or sell these time slots. The buying and selling of time slots is absolutely not the intention and is also not necessary. The IND will provide everyone the opportunity to collect a proof of residence.

In any case, it is not recommended to copy appointment codes from strangers. There is no way to check if the code is real or if it has already been used by others.

Do you not have a proof of residence yet? Donundefinedt worry; this is not a problem. If you do not yet have proof of residence, you will still fall under the Temporary Protection. Due to the large number of refugees from Ukraine, it may take some time before everyone has a proof of residence, but nevertheless, everyone will be served.

4 July - Pick-up locations in Assen and Amsterdam region soon

The first proofs of residence can be collected as of today.

From 18 July 2022, the IND will open a pick-up location in Assen and soon also in the Amsterdam region. Keep an eye on this page to find out when you can make an appointment in these regions.

4 July - IND is looking for employees

The IND is looking hard for employees at the sticker locations. Ukrainians who speak both Ukrainian and English are needed. They are also looking for Dutch nationals.

2 July - The appointment planner is currently full

The online appointment scheduler is currently full. However, time slots are sometimes added for the existing locations. Please keep an eye on the online appointment scheduler to see if new time slots are available.

At the moment, the IND has made it possible to make an appointment until 1 August. More dates will become available later.

Is there no pick-up location near you or is there no time available? Then keep an eye on the online appointment planner for new times and locations.

The IND is working on setting up more pick-up locations. They aim to make it possible for everyone to pick up a proof of residence before 1 September 2022. Do not travel to another region for an appointment.

1 July - Online appointment planner is live

The IND online appointment planner has been launched. As of now, it is possible for Ukrainian refugees, who are registered in the BRP, to make an appointment to collect their proof of residence from one of the two pick-up locations of the IND. At the moment the pick-up locations are:

  • The Brabanthallen in Den Bosch; and

  • The Broodfabriek in Rijswijk.
