If you fall under temporary protection for Ukrainians in the Netherlands, but do not yet have a sticker or O-document, you need to pick it up from the IND as soon as possible. Failure to do so may have consequences for your right to protection in 2024.

Without proof of residence, you lose right to temporary protection

Starting on 2 January 2024, the Immigration and Naturalisation Service (IND) is going to send letters to all Ukrainians in the Netherlands who do not yet have proof of residence. This proof can be a sticker or an O-document. The letter will tell you to pick up your proof of residence.

If you do not collect the proof, your right to protection may be terminated in 2024. This means you will no longer be entitled to:

  • Care

  • Education

  • Shelter

  • Living allowance

Someone else may pick up your sticker

You can ask someone else to go to the IND in Amsterdam to get your sticker or O-document for you. This is called authorisation. You can only authorise someone if you cannot travel for medical reasons. Work or study is not a reason. If you authorise someone, you need a form from the IND. You can download the form here.

Proof of residence for Ukrainians

If you fall under temporary protection, you have a certificate of residence that is valid until 4 March 2025. If your sticker or pass show a different validity date, you will have received a letter from the IND with which your sticker or pass remains valid until the end of the Temporary Protection Directive (TPD). Your sticker or pass together with the letter is your proof of residence. Only the letter from the IND with your personal information is valid. Translations of this letter are not valid as proof of residence.

Proof of residence if you do not have Ukrainian citizenship

If you live in Ukraine with a permanent residence permit or you have international protection in Ukraine, for example as a recognised refugee, or you are entitled to temporary protection because your family member is covered, your temporary protection has been extended until 4 March 2025. You will receive a letter from the IND in February 2024. It will state that you can make an appointment to pick up a new pass. This pass is valid until 4 March 2025.
