What do we know about plans for Ukrainians after 4 March 2027?

The Dutch government has shared its first preliminary plans for Ukrainians in the Netherlands for the period after 4 March 2027, when the TPD ends. These plans give an initial idea of what residence, reception centres and facilities for Ukrainians may look like in the longer term.

What will change after the end of the TPD?

The TPD will end on 4 March 2027: From then on, the rights and provisions associated with temporary protection will cease to apply.

The Netherlands wants to introduce a new document: 'the transition document'. This will be a regular 3-year residence permit, intended as a transitional period until possible return to Ukraine when it is safe and possible to do so. With this, the government wants to:

  • Enable valid residence permits after 2027.

  • Provide clarity about the coming years.

  • Join the regular Dutch system for residence.

  • Support Ukrainians to continue working and participating in society.

It is important to note that the plans regarding the rights and obligations associated with the transition document are not yet final.

Who can get the transition document?

According to initial plans, these are the conditions for getting a transition document:

  • You must fall under the TPD in the Netherlands by a certain date. The date is not yet clear.

  • You need to do a

  • You must stop your current asylum application to use the transition document. The IND will automatically give the transition document to people who meet these conditions. Unless you indicate you do not want to make use of this.

How do your rights and provisions change?

The government wants the transition document to match the rights and obligations of other residents of the Netherlands with a residence permit. This probably means the following for Ukrainians:

  1. Living:The personal contributions that Ukrainians have to pay themselves when they live in the municipal reception centre will stop. Instead, they must pay rent when they move into their own homes. Municipalities and housing associations need to help in the transition to ordinary (rental) housing.

  2. Healthcare:

  5. New arrivals: Ukrainians coming to the Netherlands after 4 March 2027, cannot get a transition document. They will be referred to the asylum procedure.
