Are Ukrainians allowed to travel in the visa-exempt term?

Ukrainians with biometric passports can travel freely to the Netherlands and stay in the Netherlands for 90 days without a residence permit. This is called the free period. Travelling to other EU countries is possible if you are still in your free term. You may then stay in the European Union for a maximum of 90 days within a period of 180 days. It is then possible, for example, to seek protection in another EU country. Has your free term expired and do you not yet have proof of residency? Then, you may travel and return to the Netherlands, but this is at your own risk. The IND will not grant you a visa to travel back to the Netherlands.


Are Ukrainians allowed to travel without proof of residency?

If your visa-exempt term has ended and you do not yet have proof of residence, you travel at your own risk.

If you have a valid biometric passport with a proof of residence, then you may travel as a Ukrainian within the European Union. You are also allowed to travel up and down to Ukraine. Please note: Do you receive a card instead of a sticker as proof of residence? Then you cannot travel with it. This card is not a legal travel document.


Are Ukrainians allowed to travel outside the EU?

Travelling outside the EU is at one's own risk. You will not receive a visa from the IND to travel back to the Netherlands. This is also the case if you have a proof of residency.


Are non-Ukrainians allowed to travel?

Do you have a different nationality than Ukrainian? Then travel within and outside the EU is at your own risk. This also applies if you have a proof of residence in the Netherlands and/or a valid passport from your country of origin. The IND will not grant you a re-entry visa, with which you can demonstrate that you are allowed to be in the Netherlands again. Even if you have proof of residence.


Are refugees from Ukraine allowed to travel to the Netherlands from another EU country?

If refugees from Ukraine are granted temporary protection, they will not be sent back to another EU country where they previously resided. Ukrainians who were already in another EU country before 27 November 2021 and only travelled to the Netherlands afterwards will probably have to return to the EU country they resided before.


Which documents do you need to travel?

To be able to travel, you need a travel document and proof of residence in the Netherlands (in the form of a sticker in your passport). A non-biometric (Ukrainian) passport is not a travel document. It is possible that an ID card without biometrics will be accepted at an EU land border, but travelling with it is at your own risk.


What are the consequences of travelling without proof of residence?

If you do not yet have proof of residence in the Netherlands, we recommend that, if possible, you do not travel abroad. There are reports that some Ukrainians who have gone back to Ukraine for a short visit without proof of residence in the Netherlands are stopped at the border of Poland.


What are the consequences of travelling for receiving a living allowance and shelter?

The consequences of a temporary stay abroad for obtaining your living allowance and accommodation upon return to the Netherlands may differ by municipality. Ask the municipality where you are registered for more information.


Can I take out travel insurance in the Netherlands?

Yes, you can. If you are registered in the BRP and have health insurance, you can usually take out travel insurance. Please note that the conditions for taking out travel insurance may differ per insurance company. Please contact your desired insurance company for the specific conditions.


What are the corona rules for incoming travellers?

Proof of vaccination against COVID-19 or a negative test are not required to enter the Netherlands. However, airlines may require a COVID test and/or proof of vaccination.
